Oneida County is accepting applications to fill a full time Finance Technician position, located at the Timber Drive location of the Oneida County Human Service Department. Oneida County Human Service is a Trauma Informed Agency that empowers, educates and supports agency staff to provide services in a caring, compassionate and safe environment.
JOB DUTIES: This position performs a variety of technical accounting, bookkeeping and office tasks related to keeping financial accounts and records. Duties also include serving the public, providing information, assisting in time keeping and expense reimbursement, and assisting the Financial Services Manager in developing the department budget.
EDUCATION AND QUALIFICATIONS: Qualified individuals must have two years post high school education in Accounting or related field. Work experience in accounting or information technology is strongly preferred. Applicants with additional related work experience in lieu of meeting post high school education requirements may be considered. The ideal candidate has a strong knowledge in bookkeeping and accounting practices, is detail oriented, has excellent computer, typing and 10-key skills, is highly organized and has effective communication skills.
WAGES AND BENEFITS: Starting 2026 wage for this position is $25.79 per hour plus benefits including affordable health, dental and vision insurance, Wisconsin Retirement System benefits and a PTO (Paid Time Off) package with the ability to carry unused PTO into future years.
WORK HOURS AND SCHEDULE: Position works 40 hours per week, Monday through Friday from 8:00 a.m. to 4:30 p.m. with a half-hour unpaid lunch, with some flexibility provided as needed.

SUMMARY This position performs a variety of technical accounting, bookkeeping, and office tasks related to keeping financial accounts and records. Provides information and serves the public.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Receive and enter departmental bills in the accounting payment system, verifying account and taxable classifications, resolve problems; enter, proof, and edit vouchers in computerized accounting system. Receive and resolve questions regarding payments of vouchers, accounts receivable and payroll coding.
Review Bi-Weekly time cards for each employee with finance office record, design and/or prepare reports for Director upon request.
Responsible for daily receipting, posting of payment to the correct account, and weekly calculation and preparation for deposit.
Maintains State and agency data systems Behavioral Health. Responsibilities include preparing monthly reports for Management, and entering client data in computer system. Complete various tracking of services eligible for Medicaid Cost Reporting and completing the report annually.
Document and update State/Federal/ and County procedures in corresponding manuals and maintain job duties manual.
Posts vouchers, receipts and disbursements to appropriate books, ledgers, or journals. Maintains the agency general ledger, determines appropriate staff allocations, does monthly journal entries, and allocates agency management, support and overhead costs to appropriate accounts in accordance with the department cost allocation policy. Balances all accounts and reconciles the department general ledger with the County general ledger
Reviews employee mileage vouchers, verifies information, determines correct account, resolves issues and enters costs into the accounting system.
Assists the Financial Services Manager in developing the department budget.
Participate in Oneida County Emergency Management Plan as needed and directed by the plan.
Assist the general public as necessary.
Act as backup to other departmental functions.
Any other duty as assigned.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Knowledge of bookkeeping, business math and accounting.
Knowledge of basic legal terminology.
Ability to maintain accurate and complete records and prepare clear and detailed reports.
Knowledge of computer hardware, software and accessories.
Ability to accurately operate a 10 key calculator without looking at the keys.
Ability to accurately type 45 wpm.
EDUCATION and/or EXPERIENCE
Two year degree in Accounting or related field with an emphasis in accounting. Experience working in accounting and/or information technology field desired.
LANGUAGE SKILLS
Good oral and written communication skills.
MATHEMATICAL SKILLS
Excellent Mathematical skills.
REASONING ABILITY
Ability to evaluate situations and make good independent decisions based on practices, rules and procedures.
