Purpose of Position

The Health and Human Services department is currently recruiting for a Supervisor - Family & Children Services to join their team.

The purpose of this position is to direct and supervise the Family and Children’s Services unit in compliance with Wisconsin Statutes, agency policies, contracts, best practices and county, state and federal mandates. Provide oversight of Child Protective Services, Youth Justice, Voluntary Services Requests/Child Welfare, CST, Kinship, and Foster Care. The work is performed under the direction of the Deputy Director- Health and Human Services.


Essential Functions

To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.

Screens, assigns, directs, approve or deny, determine response time for each referral/report entering the unit.  Maintains extensive knowledge of laws, funding streams and management of safety relating to child protective services, youth justice, CST, kinship, foster care, TSSF. 

Reviews and screens all access reports within state required timeframe. Approves in ewisacwis all Child Protective Services initial assessments, plans, and service provision.

Receives initial assessments, permanency plans, court reports, TPCs, SAAPS, PP, home studies, licenses, etc. for supervisor review, feedback and approval. May delegate to lead worker in absence or as determined appropriate.

Supervises Case Management services for CST. This includes but is not limited to: the development of a written plan of the services provided for a consumer based upon assessed needs. Ensure the client receives; assessment services, service planning, service delivery, and supportive activities in an appropriate and timely manner. 

Supervisor is further responsible for grant management, adherence and reporting tracking and outcomes, time reporting (when applicable). This includes but is not limited to CST, TSSF and associated Children and Families, Youth Justice grants. Supervisor shall ensure team members are trained in grant requirements and funding streams available. 

Assist workers in making recommendations to the court.  Enforces court-ordered supervision and provision of services.  Ensures compliance with time frames under DCF and court-orders, State and Federal laws. Coordinate and maintain written electronic record of initial onboarding and ongoing training of staff.  Oversee ewisacwis reports for monitoring of casework requirements with lead worker to assure compliance. 

Ensures required documentation and program compliance is maintained within all service areas in the Children and Families unit according to agency, local, State and Federal laws, standards and policies.

Compiles and analyzes statistical data to make recommendations and to assist in developing programs.  Assesses unit’s delivery of services to determine compliance with laws, best practices and standards.

Maintains employee security within state automated child welfare computer system (EWISACWIS).  Approve work entered by staff into the computerized data system.  Responsible for the substantiation documents.

Oversees intake functions.  Screens and approves children taken into custody.  Approve type of out-of-home care placements and related expenditures. Approve emergency removal of children from their home and approve appropriate detention placement of children for child protective services and juvenile delinquency.  Available after hours for on-call services, holding children in custody and emergency decision-making. 

Supervisor will provide guidance to team during 1:1 and/or assist in facilitation of referrals, collaboration between units when needed to promote essential service provision.

Meets with DA office, schools, county departments/divisions to facilitate education for community partners and improve services. 

Provides Mandated Reporter training internally and externally or coordinate a training to be provided. 

Provides recommendations in staff hiring/interviews, promoting, suspending, disciplining and terminating employees to Health and Human Services Director.  Assigns, directs, and trains staff work regarding ongoing service provision, assessments and plan development.  Evaluates and oversees staff performance evaluations under direction of deputy director.  Coaches and/or counsels staff.  Conducts individual meetings with staff identify strengths and recognize exceptional work performance.

Conducts and attends staff meetings.  Provides training and motivation of staff. Update staff regarding changes in law, policies and procedures.  Develop competent workers to provide effective safety interventions, service provision and compliance.

Facilitates a cooperative working environment within the unit, with other agency units and community agencies and departments.  

Participates in and resolves grievances and complaints regarding service provision and human resource matters.  Receive and resolve inquiries, complaints or concerns from the public and clients.  

Assist director in preparing annual budgets  Prepares budget estimates and monitors expenditures.  Recommends staffing and operational needs. Prepares grant application documents, plans and annual reports to receive funding.  

Approve client service expenditures. Review employee expenses.  Approve worker overtime.

Interacts and communicates with local agencies, state department and divisions, contract agencies and Health and Human Service/County Board. Advocates for and interprets agency programs, responsibilities and client needs.

Approve the release of confidential children’s records in accordance with required statutes and laws. 

Serve on area or State committees or boards related to programs or service delivery.  Represents County and Agency at Statewide organizations.
