Oneida County is accepting applications to fill a full-time (40 hours per week) Child Support Specialist position with the Human Services Department at the Courthouse location. Oneida County Human Services is a Trauma Informed Agency that empowers, educates and supports agency staff to provide services in a caring, compassionate and safe environment.
JOB DUTIES: This position performs case management and investigative duties in the area of Child Support, including establishing paternity, locating absent parents, establish and enforce orders for financial and medical support of children and independently conducts investigations to determine facts on a case-by-case basis in accordance with State and Federal Statutes.
EDUCATION AND QUALIFICATIONS: Qualified candidates must have a High school degree or equivalent, and two years (48 credits) post high school education and four years of related work experience preferably in an office, legal or court related area; may allow for a substitution of additional education or experience in order to meet qualifications. Position requires computer knowledge, ability to establish and maintain effective working relationships with staff, the public and legal professionals, the ability to plan, organize and schedule priorities effectively, meet deadlines and work accurately and efficiently under pressure and the ability to type 40 wpm.
WAGES AND BENEFITS: Starting 2026 wage for this position is $25.79 per hour plus excellent benefit package, including Wisconsin Retirement System benefits, affordable health, dental and vision insurance and a PTO (Paid Time Off) package with the ability to carryover unused PTO into future years.
WORK HOURS AND SCHEDULE: Position works full-time, 40 hours per week. The position would work Monday through Friday from 8:00 a.m. to 4:30 p.m. with a half-hour unpaid lunch.

SUMMARY This position performs case management and investigative duties in the area of Child Support Enforcement. The Child Support Specialist enforces orders of the court for financial and medical support of children, locates absent parents, establishes paternity, and independently conducts investigations to determine facts on a case-by-case basis. The Child Support Agency provides client services in a professional, confidential and ethical manner in accordance with State and Federal Statutes.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Manage a caseload of child support cases with a variety of responsibilities including: locating absent parents, conduct interviews to determine the facts or situations relative to a case & gather information, monitor compliance and collection reports, gather evidence of non-compliance in child support orders, review court orders, review applications and referrals for services, and evaluate files at time of case closure to ensure all obligations have been satisfied.
Prepare documents for court hearings to enforce child support orders, establish and modify orders and determine paternity. Communicate with Judges, Corporation Counsel, Family Court Commissioner, Clerk of Court's Office and attorneys on child support and paternity cases; attend court hearings and provides testimony and information necessary to set child support, repayment of birthing costs, genetic tests and court costs.
Conduct thorough, documented investigations to find parents, employers, potential fathers and financial information. Initiates employer checks, post office checks and use a variety of state computer systems to determine facts and make sound independent decision based on verifiable facts in a case
Handle day-to-day contact with clients, employers and other agencies including answering correspondence, phone calls and seeing walk-in clients as needed to keep the case up to date.
Commence wage assignments for payroll deductions of legal child support orders; initiate direction of income withholding orders to employers; prepare & review orders for enforcement, establishment and paternity for court actions.
Participate in the Oneida County Emergency Management Plan as needed and directed by the plan.
Any other duty as assigned.

Knowledge of Wisconsin Statutes relative to child support.
Knowledge of computer hardware, Microsoft Word and Windows software.

Ability to make sound decisions based on applicable laws and procedures.
Ability to maintain accurate and complete records and prepare clear and detailed reports.
Ability to use office machines including computer and calculator.
Ability to plan, organize and schedule priorities effectively, meet deadlines, and work accurately and efficiently under pressure.
Ability to adapt to changes in a professional manner and type a minimum of 40 wpm.
EDUCATION and/or EXPERIENCE
High school degree.
Two years post-high school education in related field and four years of related work experience.
LANGUAGE SKILLS
Excellent verbal and written communication skills.
MATHEMATICAL SKILLS
Good mathematical skills.
REASONING ABILITY
Must be able to evaluate situations and make good independent decisions based on practice and procedures, and to maintain the highest level of confidentiality of both clients and staff.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Wisconsin Driver's license, must undergo fingerprinting and be able to pass State and Federal background checks.
