This full-time supervisor position provides management to the Children and Families Unit (CFU) within Health and Human Services (HHS).  The Unit is comprised of eight positions, including both social work and case management staff, with the supervisor providing direct supervision to Access, Initial Assessment, Ongoing Child Protective Services (CPS), Foster Care/Kinship Care, Youth Justice, and Coordinated Services Teams (CST) programs.  

Essential Functions of the Position:

  • Provides supportive and direct supervision of CFU staff, including all needed supervisory approvals for related case work and as required by state statute.  Provides scheduled, 1:1 supervision with staff which allows for direct supervision, support, case staffing, and professional/growth development.  
  • Ensures all relevant statutes, standards, and contractual requirements are followed, including monitoring that all benchmarks are upheld and met.  
  • Provides screening of all Child Protection Reports within the mandatory timeframes, reviews and assigns cases, and approves all work within eWISACWIS within necessary timeframes.   
  • Prepares necessary and required reports, including monthly board reports, quarterly and annual program reports, and state and federal reporting, as required by local and state timeframes.    
  • Participates and attends local, regional and statewide meetings and training opportunities to remain informed and in compliance of practice standards as well as understand upcoming changes and/or relevant program information.  Information is then transferred back to key stakeholders, including unit staff, agency director, and governing committee. 
  • Completes administrative duties including but not limited to approving time sheets, invoices, training requests, leave requests, services for clients, and completing required staff evaluations as per county policy.  This also includes revising and creating CFU policies and procedures.
  • Participates in the recruitment process of new staff including attending all scheduled interviews and providing recommendation for hiring. 
  • Establishes and maintains relationships with key community stakeholders including St. Croix Tribal professionals, area schools, law enforcement professionals, service providers, District Attorney Office staff, and other Burnett County officials.  This could include conflict resolution, program policies, education and training, meetings on an as needed or as requested basis
  • Monitors the approved budget, provides direct feedback the agency director, including alerting to high cost placements and services.
  • Is available to staff covering after-hours juvenile intake for any needed approval on an on-call basis.
  • Handles complaints made by clients and other community stakeholders.  

Qualification Requirements:

 To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment. 

  • Bachelor’s Degree in Social Work, Human Services, Criminal Justice, or closely related field.
  • Current Wisconsin Social Worker Certification (CSW) is preferred.
  • Supervisory/management experience preferred.
  • Preference given to those who have working knowledge and experience in Child Welfare and/or Youth Justice. 
  • Preference given to those with working knowledge and experience in county government and/or the public service sector.
  • Ability to pass required background checks.
  • A valid Driver's license required.

  • Has a strong understanding of county-based human services work, including working knowledge of Wisconsin State Statutes Ch. 48 and Ch. 938.

  • Ability to manage difficult and stressful situations; understands and knows how to effectively work within crisis situations; possesses skills to coach others through intense situations. 
  • Ability to maintain confidential information.
  • Ability to meet and deal with the public and to establish and maintain an effective working relationship with staff and members of the public.
  • Ability to exercise good judgment in approaching situations and making decisions.
  • Ability to prepare and maintain timely, clear, and accurate records and reports.
  • Ability to carry out directions and implement programs and policies set forth by governing committees and state partners. 
  • Strong verbal and written communication skills with an expressed ability to communicate effectively, clearly, and assertively across systems.
  • Ability to mentor and coach teammates and staff to foster skills and professional development.
