Purpose of Position


The purpose of this position is to plan, direct, administer, and evaluate county health department programs and personnel according to applicable state and county rules, regulations, ordinances and statutes. The work is performed under the supervision of the Trempealeau County Department of Health and Human Services Director. This management position is responsible for countywide Public Health programs. Serves as Trempealeau County Health Officer as appointed by the County Administrator and confirmed by the Trempealeau County Board of Supervisors.  The Public Health Supervisor/Health Officer plans, organizes and guides the delivery of public health programs and services according to county ordinances, state and federal laws, rules, and regulations with an emphasis toward community and system-based delivery.  In the role of Health Officer, protects the health of the community through the enforcement of public health laws and facilitation of preparedness planning with community partners in a manner consistent with statutory authority and County policy.

Coordinate ongoing community health improvement process; evaluate and implement programmatic and organizational changes consistent with community health needs.
Conduct regular evaluations of programs in accordance with state and county reporting requirements

Maintains public health performance management system.

Implement policies and programs consistent with Level II Health Department Designation under HFS DHS 140

Design, coordinate, and implement population- based programs based on community health needs assessments and in accordance with the County’s community health improvement plan.

Maintain necessary regulatory documentation as required for compliance with public health agency program

Serve as community liaison and advocate for public health services at the county, state, and federal level.

Assesses and ensures the public health organization for its cultural competence

Develop and maintain strategic community partnerships necessary for the delivery of public health programs and services.

Applies the basic public health sciences (including, but not limited to, biostatistics epidemiology, environmental health sciences, health services administration, and social and behavioral health sciences)

Actively seek and obtain outside funding for public health programs through grants, contractual arrangement and fee for service revenues; ensure compliance with funding requirements.

Develop public health program budgets with Business and Operations unit; recommend budgetary and personnel changes to Community Services Director.

Maintain agency program budgets to ensure compliance with expenditure guidelines and grant requirements. Work with County Administrator, Division Director and Fiscal unit to develop and oversee to contractual relationships for provision of public health services to other agencies, both internal and external.

Act as agent/administrator for, and ensure compliance with, public health programs regulated by state statute Assure compliance with adherence to standards of public health practice 

Foster growth in professional practice to ensure a current, innovative and collaborative public health practice environment to assure a competent and equitable public health workforce.

Carries out the duties of a local health officer outlined in WI Statute 251.306(3).

Conducts activities or communicable disease surveillance and control and human health hazard investigation and control.

Maintain current knowledge of and ensure enforcement of federal, state, and local public health statutes and regulations.

Supervisory Responsibilities:
Supervises assigned staff

Collaborates with Human Resources, County Administrator and Division Director to assure the hire and retention of all necessary personnel and assures that they meet appropriate qualifications, in particular, professional disciplines that need specific licensing. 

Creates and manages work schedules.

Provides work direction and collaborates with personnel to assure work is done completely and correctly.

Provides program supervision, clinical supervision and/or case consultation to staff

Develops and facilitates staff training; assures staff meet licensing, credentialing and training requirements

Guides staff through changes in laws, processes, services or programs 

Provides guidance to staff for legal processes and court appearances 

Responds to grievances or special issues

Conducts regular coaching sessions and performs annual performance reviews per county guidelines

Candidates must meet minimum requirements of Local Health Officer as outlined in WI Statute 251.06

  • Must have at least 3 years of experience in a full-time position with a public health agency, including responsibility for communicable disease prevention and control program, preferably in a supervisory or other administrative position, and at least one of the following:
    • A bachelor's degree from a nursing program accredited by the national professional nursing education accrediting organization or from a nursing program accredited by the board of nursing, either of which shall include preparation in public health nursing.
    • A bachelor's degree in public health, environmental health, the physical or biological sciences or a similar field
  • Experience in a supervisory/management position preferred
