Waukesha County's Department of Health & Human Services is recruiting for an Afterhours Child Welfare Supervisor to join it's team! This position is located in the Child & Family Division in the Afterhours Unit.

As the Afterhours Supervisor, you will play a pivotal role in guiding and supporting a team of dedicated social workers that function outside of normal Health and Human Services business hours and are responsible for the safety and well-being of children, families, and the community under Wisconsin Statutes Chapters 48 and 938 and related State mandates. In this dynamic position, your role will be multi-faceted.
Safety:
Screen reports of child abuse/neglect in compliance with Access and Initial Assessment Standards.
Supervise and support social worker response to law enforcement to make custody decisions for youth.
Supervise and support social worker response to CPS reports that identify present or impending danger and implement an appropriate response to assure child safety.
Act in the capacity of Juvenile Court Intake when deciding to take a child/youth into Temporary Physical Custody.
Manage, mentor, and recruit a team of Afterhours Social Workers.
Create and maintain a schedule that assures Afterhours shifts are covered.
Provide guidance, support, and encouragement.
Step up to tackle complex situations, acting as a mentor and problem-solver.
Conduct ongoing coaching, assessment, and training for staff.
Foster a positive work environment that promotes growth and learning.
Encourage continuous improvement and best practices.
Collaboration and Multidisciplinary Engagement:
Collaborate with law enforcement, Crisis, other Health and Human Services Divisions, and community partners.
Work in concert with the dayshift Intake Supervisor, Youth Justice Supervisors and CPS Supervisors to ensure consistency of practice, customer service and responsivity.
Advocate for family rights and well-being.
Use the least restrictive means necessary to assure child and community safety.
Value family voice in the service delivery process.

Strong communication, leadership, and organizational skills.
Work Schedule is primarily four 10hr shifts; Tuesdays: 4pm to 2am & Wednesday through Friday from 2pm to 12am with some flexibility required. There is also the potential for limited weekend or holiday coverage in rare instances that shifts go unfilled. Opportunity to work remote up to 50% of a pay period after certain requirements are met.
Provides program monitoring of contracted services for the unit to ensure contract compliance within budget constraints.
Evaluates program effectiveness on a client specific basis, resolves problems between staff and contract agencies, recommends corrective action if warranted, and gathers information for development of new services to meet changing needs.
Participates in the evaluation of unit program operation for compliance with federal, state, and local laws, regulations, and codes to ensure certification and funding.
Selects and evaluates unit staff and makes recommendations on other personnel related activities.
Develops, coordinates, and presents in-service training and staff development programs and orientation on new regulations impacting the unit.
Assists in budget preparation for the unit and in grant application preparation to gain program funds for unit needs.
Assists in preparation of requests for proposals by gathering historical and statistical data; evaluates vendors and makes recommendations concerning their selection.
Serves as liaison between the unit and the courts, law enforcement agencies, professionals, community groups, schools, and the general public.
Serves on advisory committees for the unit and acts as a consultant to provider agencies.
Consults with other unit supervisors regarding clients' needs, available services, and future impact on the unit in order to provide for continuity of cases.
Performs emergency government duties as assigned in event of Waukesha County Emergency Government declaration.
Establishes and maintains effective working relationships with staff, clients, community and social agencies, businesses, and the general public.
Performs other duties as required.
QUALIFICATIONS
Considerable knowledge of the principles, practices, methods and techniques used in providing human service programs.
Considerable knowledge of the role of human service programs and the objectives of a public agency providing these services.
Considerable knowledge of social, medical, and rehabilitative issues such as family disorganization, child maltreatment, poverty, unemployment, alcoholism, drug addiction, mental illness, developmental disability, and their effect on the individual and family.
Considerable knowledge of federal, state, and local laws, rules and regulations concerning the operation of human service programs specific to the population served.
Considerable knowledge of administrative, managerial, and supervisory principles and practices.
Considerable knowledge of revenue sources including third party insurance reimbursement regulations and processes.
Working knowledge of computerized department program software, including electronic health record, Internet access, and database, spreadsheet and word processing programs.
Working knowledge of contract management, monitoring and evaluation.
Working knowledge of budgeting, planning, and analytical methods and techniques.
Working knowledge of community resources relating to populations served.
Working knowledge of confidentiality statutes and requirements, including the Health Insurance Portability and Accountability Act (HIPAA) of 1996.
Ability to plan, assign, supervise, and evaluate the work of others.
Ability to utilize word processing, database and spreadsheet programs.
Ability to interpret and apply agency rules, directives and policies.

Minimum Qualifications
You must meet these minimum Training and Experience requirements:
a. Graduation from a recognized college or university with a bachelor's degree in social work, sociology, psychology, or a closely related field.
b. For work assignments in the Clinical Division, a master’s degree in social work, sociology, psychology, or a closely related field is required. Possession of an unrestricted license by the State of Wisconsin as a mental health or substance abuse provider.
Three (3) years of responsible professional work experience in social work or counseling in a human service agency.
A master's degree from a recognized college or university in social work, sociology, psychology, or a closely related field may be substituted for one (1) year of the required work experience.
