POSITION SUMMARY:
This position manages the Quality Improvement, Contracting and State reporting process for St. Croix County Comprehensive Community Services (CCS). This include facilitating meetings, developing training events, overseeing Quality Improvement efforts, supporting the recovery community through work to integrate persons with lived experience and community partners into the CCS Coordinating Committee efforts, as well as developing and maintaining reporting to the State. Work is performed under the general direction of the CCS Administrator.
ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
- Serve as a contracted CCS provider liaison, including, but not limited to, acting as a central point of contact for all provider questions, concerns, and feedback; general customer service; assisting with contracting and renewal processes; and communicating program updates.
Maintain the CCS provider portal and resource website, ensuring accurate, accessible, and current content.
- Ensure contracting information, insurance certificates, and other required documents are on file.
- Recommend CCS provider portal improvements, perform user acceptance testing, provide technical feedback, and manage user permissions.
- Work with IT, CCS Program Administrators, and other departments to implement system updates and enhancements.
- Conduct regular audits of the CCS provider portal and resource website to identify outdated or incorrect content and ensure compliance with privacy laws and regulations.
- Maintain provider contracting guidebook and internal/external provider directory.
- Review and monitor provider credentialing and supervision information required by DHS 36.
- Develop and implement local CCS Quality Improvement (QI) projects.
- Receive and review consumer satisfaction surveys, tallies, and reports, and respond as necessary.
- Bring policy updates to the local CCS Coordinating Committee.
- Serve as Secretary for the local CCS Coordination Committee to include keeping minutes, sending out invites, and maintaining records in accordance with open meeting laws.
- Coordinate with the Service Director to develop internal/external QI monitoring to ensure compliance with MA standards and implement trainings as directed.
- Complete State-required reporting and share information with local and regional coordinating committees.
- Maintain advanced regulatory knowledge to ensure program compliance.
- Implement feedback mechanisms to gather user input and enhance processes.
- Develop reports on county CCS audits/reviews and share with regional partners.
- Engage in CCS community outreach activities, including, but not limited to, contacting potential organizations, giving presentations, participating in the CCS outreach workgroup, and serve as a representative of the CCS division in community activities.
- Report as needed to the Department Head, County Administrator, HSSB, and County Board on operations and services. Develop and provide reporting, projections, and analysis as needed.
- Safeguard sensitive information in compliance with state and federal laws.
- Other duties as assigned.
WORK ENVIRONMENT
- Hybrid work setting: This role operates in both office-based and remote environments. Office-based work is performed in a typical business setting with moderate noise levels. Remote work requires a dedicated workspace with reliable, secure internet access and an ability to work independently.
MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor's degree in business administration, public administration, project management or other related field OR associate degree and combined relevant work experience equivalent to a bachelor’s level.
- Two (2) years' experience in a project management/provider relations/quality assurance position.
- One (1) year experience with a content management systems (CMS), preferred.
- Previous work experience in a behavioral health setting preferred.

- Must successfully pass caregiver and criminal background check.
Full Pay Range: $62,130 - $86,549
Expected Pay Range: $62,130 - $70,283
