This role exists for policy and statutory oversight of Comprehensive Community Services (CCS), Targeted Case Management (TCM), and Community Recovery Services (CRS). Directly leads program staff to ensure services and program expectations are clearly performed in an efficient, effective, and optimized fashion.  Oversight and responsibility to prioritize, balance, and manage resources in an ever-growing service area, practicing ethics, inclusivity, and self-awareness. The role requires a detailed understanding and integration of multiple State and Federal statutes, rules, policies, and regulations, as well as Human Services & County vision & mission and operationalizes these into effective and meaningful services.

ESSENTIAL JOB FUNCTIONS

Primary responsibility is to collaborate with program supervisors to oversee CCS as it is delivered to adults and children across county lines within the Western Region Integrated Care consortium (WRIC) (La Crosse, Jackson, and Monroe counties). This includes immersing and adhering to overall program rules, DHS 36, Medicaid rules, and clinical best practices. Responsibilities may include program operations for COP, TCM, and/or CRS depending upon La Crosse County needs and program designs developed within the WRIC consortium.

Provides case consultations; performance expectations/staff oversight; and professional development and growth to staff.

Day to day operations and communication with internal and external provider partners surrounding program adherence, policies, processes, technical/administrative/clinical assistance, and updates/changes that occur with the programs.

Ensures internal and external outreach and collaborations to grow CCS’s rich network of vendors/partners.

Responsibility includes contracting for services, budgeting, and strategic planning for programs.  

Hires, supervises, trains, motivates, evaluates, disciplines, and schedules the layout of work of departmental personnel. Monitors and assures staff compliance with all relevant departmental and County procedures.

Ensures quality of services provided to consumers and day-to-day supervision of staff.

Ensures that meaningful consumer involvement in the design, delivery, and evaluation of programs is provided – includes leading and developing the WRIC CCS coordination committee.

Maintains and supports the overall long-term vision of Integrated Support & Recovery Services and communicates that vision with staff, consumers and the public.

Knowledge, Skills and Abilities
Ability to discern between State/Federal/Programs rules and individual client needs. 
Detailed understanding of mental health, substance use disorder, Statutory knowledge of DHS 36, DHS 46, Forward Health manuals for Psychosocial Community based services.
Ability to critically think through ambiguity.  
Clear and concise written and oral communication, with ability to clearly translate program standards and expectations. 
Ability to collaborate efforts and engagement with internal and external partners, that models, motivates, and inspires a teamed approach for those they lead.  Ability to lead teams through change management in a clear, consistent, transparent, and aligned manner, considering appropriate pace and expectation setting.  Allowing for those you lead to understand and connect the “why” behind the change, keeping all factors and priorities balanced.   
Ability to interpret rules and write policy based on consortium/county needs.

Training, Experience and Other Requirements
Graduation from an accredited college or university with a Master's Degree in Social Work, Psychology, or Sociology or related field.  May consider Bachelor's Degree with five years of relevant experience
Two years of relevant experience with demonstrated competency in providing services to persons with substance abuse and mental health problems.
Preference for individual with experience working within CCS.
Must have personal vehicle and valid driver's license, or other reliable means for travel to appointments and meetings.
There is a strong preference for the person filling the CCS Administrator role to have two years in an administrative/leadership role (such as budgeting, supervision of staff, strategic services planning, and overseeing contracted services) in a human services-related field.
