Position Summary:

Acute Care Services (ACS) includes all DHS 34 Crisis Intervention Services, DHS 55 Adult Protective Services, and some coverage for Chapters 48 and 938 Child Welfare Services.

Under the general direction of the ACS Supervisor, assists with general operations of the ACS team to provide excellent client and community outcomes. To adequately support a 24/7 program and team, this position works a flexible schedule consisting of occasional nights, weekends, and holidays. Participates in on call rotation for clinical consultation.

Duties/Responsibilities:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

· Recommends hiring and disciplinary action of subordinate employees. Makes work assignments, conducts performance evaluations, and performs other personnel functions.

· Provides individual performance management supervision to clinical and non-clinical staff, including side by side supervision in the field.

· Performs internal audits to insure program and staff compliance with DHS 34.

· Serves as a clinical resource person providing support and mentoring to assist the team in

achieving program goals.

· Provides individual and group clinical supervision.

· Participates in and models case conceptualization skills in staffings by providing feedback to

staff regarding clinical assessments, response planning, and emergency interventions.

· Works collaboratively with law enforcement, health systems, families, other county departments, schools, and community partners to coordinate crisis assessment, stabilization, and referral.

· Participates in community education and consultation; performs community liaison work, and building and maintaining relationships with community partners.

· Participates in staff development and training as required by state statute and licensure.

· Communicates pertinent information on a timely basis to appropriate staff.

· Evaluates crisis cases and performs follow-ups and needed. Receives intake crisis calls for Washington County’s ACS Team. Assesses clients and collaterals to ascertain relevant mental health and/or SUD history.

· Develops crisis plans and/or safety plans utilizing the strengths of the individual and collaterals to resolve the immediate crisis, and coordinates follow-up contacts for support.

· Assesses the needs of the individual during the crisis, develops plan, coordinates referrals, diversions, and admissions. Represents the Health and Human Services Department in DHS 51 matters. Authorizes funding for inpatient care as needed when necessary.

· Performs duties of a Children and Families after-hours intake worker under WI State Statutes 48 Children’s Code and 938 Juvenile Justice Code.

· Performs duties of an after-hours Adult Protective Services worker under WI State Statute DHS 55

· Performs other duties as assigned, including responding to an emergency event.

Work Direction Received:

Works under the general direction of the ACS Supervisor.

Supervision Exercised:

Supervises Crisis Intervention Specialists. Provides clinical direction, coaching, modeling, and reflective practice. The incumbent makes final recommendations concerning hiring and termination. The incumbent makes final decisions concerning discipline, performance evaluation, and assignment of employees. Approves crisis response plans and progress notes as needed under DHS 34. Provides on-call coverage for clinical consultation.

Decision Making:

Decisions concerning therapeutic interventions, crisis response and planning, and other daily activities are made independently. Decisions concerning staff scheduling, program initiatives, and daily administration of the ACS Team are made under the supervision of the ACS Supervisor.

Interaction:

There is significant interaction with law enforcement, health system representatives, homeless shelters, schools, clients, and client families.

Essential Knowledge and Abilities:

Knowledge of appropriate mental health interventions, policies and procedures of the agency, applicable State, Federal, and County laws, rules, and regulations, and community resources. Ability to provide performance management and clinical supervision to staff working within the Acute Care Services Program. Ability to complete risk assessments, clinical assessments, and assist clients in accessing treatment. Verbal and written communication will be professional, clear, and effective. Communication with other health care professionals, clients, their families, and the public are frequent and require excellent communication skills. Must have knowledge of DSM 5 diagnoses, including common symptomology and risk factors, knowledge of mental illness and SUD services and programming, and knowledge of best practice models. Ability to create detailed and thorough safety plans. Ability to manage staff on administrative and clinical levels. Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization, memorization).

Training and Experience:

Master’s degree in Social Work, Psychology, Counseling, or a related field and licensed with the State of Wisconsin as either a LCSW or LPC. Experience in a Human Services field or other program that provides services to severely and persistently mentally ill clients. Must possess a valid Wisconsin driver’s license, available automobile, and automobile insurance. Previous administrative and supervisory experience is desired. QTT in need of 3000 supervised hours encouraged to apply.
