Child Support Specialist (Full-Time)

Reporting to the Human Services Supervisor - Child Support, the Child Support Specialist establishes and enforces court ordered child support obligations utilizing the KIDS computer data system.  Always exhibiting exemplary customer service skills, the Child Support Specialist collects information, locates and interviews involved parties, maintains records, and coordinates activities with other departments and agencies.

This job is located in the Child Support Division in the Outagamie County Administration Building in downtown Appleton!
 
Hours for this role are:
Monday - Friday, 8:00 AM - 4:30 PM

 Key Responsibilities:

The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

 

Establishes paternity, child and medical support liability, and reviews child support and health insurance orders through court actions or by negotiating and drafting out-of-court settlements with attorneys and clients.
Enforces and monitors a case load for compliance of the child support and health insurance orders by engaging in respectful communication and negotiations with all agency case customers as by taking administrative enforcement actions as available or appropriate and filing for court hearings in accordance with State Statue and Federal guidelines.
Working with the Courts by preparing and drafting court orders, for approval by the Child Support Attorneys, the Family Court Commissioner or the Branch judges and testifying at court hearings when needed.
Locates absent parent or alleged father for the purpose of establishing or enforcing child support obligations.
Uses State and Federal established Intergovernmental processes to establish paternity, child support/medical support orders and to enforce child support obligations as set forth by Wisconsin, another State or a Country that the US has child support reciprocity with.
Is part of a call center that respectfully communicates and provides direct services to case participants, legal representatives, other child support agencies, the general public, and legislators.
Attends local/regional trainings , work groups, and meetings to learn and or discuss program changes in order to effectively and efficiently process child support cases with an emphasizes on collections and to explain or educate the child support procedures to child support customers.
Prepares a variety of documents including letters and correspondence, KIDS forms and documents, URESA forms, warrants, and official court motions to redirect, modify, suspend and reinstate child support.
Works effectively with the Child Support team to meet agency goals
Maintains regular and predictable attendance, works overtime/extra hours as required.
 Education/Certifications/Experience Requirements:

Bachelor's degree in Sociology, Psychology, Criminal justice, or a related field.
One to two years of experience in a related human services field
Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
 Required or Preferred Skills:

Ability to comprehend and interpret a variety of documents including payroll, medical, credit bureau, tax, and other reports, case records, federal regulations, etc.
Ability to communicate effectively with attorneys, payroll clerks, Human Resource personnel, clients, judges, law enforcement personnel, counselors, and others verbally and in writing.
Strong organizational skills.
In-depth, comprehensive knowledge of the KIDS state-wide computer system and other county and state computer systems including internet resources.
